Problem/ Challenge
Kisan Package is an initiative by the government of Punjab
Punjab, well endowed with irrigation and fertile soil, accounts for the largest share of Pakistan’s agriculture. Five crops including wheat, cotton, rice, sugarcane and maize take up three quarters of Punjab’s total cropped area. With the exception of maize, per-acre output (yield) of these crops has grown only slightly over the last fifteen years. Another sign of agricultural stagnation is the slow progress towards crop diversification. Over the last fifteen years, the total cropped area of the five traditional crops has remained unchanged. Thus Punjab farmers have not benefited from the substantial contribution other high-value crops such as vegetables, cut flowers and fruits could have on their incomes. Importantly, high yield fodder
Pakistan is an agricultural country, and it’s fertile soil and agricultural products account for a major share of its economy. But only a small percentage of farmers are affluent and self-sufficient enough to earn a profitable living out of it. Most of the cultivators are poor and lack resources to maintain quality farming and yield enough quantities of crops to earn a respectable living.
Government of Pakistan, well aware of these facts announces relief packages to improve the financial conditions of farmers. These relief packages are meant to respond to farmer’s evolving needs by providing interest free loans, subsidy on seeds and fertilizers and improving access of farmers to modern machinery and technology.
In 2016/17, the Punjab government announced a Kisan Package hefty federal package of PKR341 billion, followed by another PKR100 billion package in Punjab.
The Punjab CM recently established a high profile forum of Punjab Agriculture Commission, which has been tasked to develop the agriculture policy for the province to provide strategic direction for the sector and avoid such crises. But many believe that the medication prescribed by the government to alleviate the plight of the farmers, may not be in line with the ailment.
Punjab Agriculture Secretary Muhammad Mahmood said Wednesday that the Kisan Package is the first step towards a green revolution and would improve the financial conditions of farmers. He said steps were under way for the establishment of a high tech centre which would help make access of farmers’ to modern machinery and technology easy.
The sector has to be formalised and farming methods upgraded to match the standards of advanced countries.

The premier announced the Kisan package in an attempt to mitigate financial losses sustained by farmers due to consistently rising cost of production, falling exports and tumbling international commodity prices.
The package was announced supposedly to support low-income farmers bear the wrath of falling commodity prices. It was meant to uplift the low-income group and facilitate it in acquiring loans for machinery and raw material. Floods have not helped the farmers’ cause and the package was meant to mitigate some of their losses.
